The highest published rate on this page, and the only one that pays in bitcoin on a credit line rather than out of a balance you pre-funded. The catch is that the top rate is a function of how much you keep on Coinbase: 4% needs $200,000 of assets there, and above $10,000 of monthly spending every tier falls back to 2%. At 2% with no annual card fee it is still ahead of most cash-back cards, but the membership is a real cost and the card is US-only.

Yes. Coinbase states the card is exclusively available to Coinbase One members and that an active paid membership is required to open and keep the account and to earn bitcoin back. For Coinbase One Basic an annual plan is required, starting at $49.99 per year.
